U.S. President Donald Trump signed an executive order imposing sanctions on the International Criminal Court (ICC), following the court's issuance of arrest warrants against Israeli Prime Minister Benjamin Netanyahu and other Israeli officials. The ICC's actions were in response to allegations of war crimes committed during the Gaza conflict. The decision to sanction the ICC is part of a broader strategy by Trump to combat international institutions that he views as hostile to U.S. interests and allies, particularly Israel.
The arrest warrants issued by the ICC were a significant development in international law. The court's chief prosecutor, Karim Khan, requested the warrants in May 2024, citing allegations of war crimes linked to Israel’s military actions in Gaza. The warrants targeted Netanyahu, then-Defense Minister Yoav Gallant, and members of Hamas, a Palestinian militant group. The ICC officially issued the warrants in November 2024, a move that sharply escalated tensions between the United States, Israel, and the court. Although the Biden administration expressed disapproval of the ICC’s actions, it refrained from imposing sanctions at the time.
However, the U.S. Congress took a more assertive stance. In June 2024, the Republican-majority House of Representatives passed a bill proposing sanctions against the ICC. While the bill failed to pass in the Senate, where the Democrats held a majority, the shift in the House led to renewed efforts in January 2025, when Republicans regained control. With the Republican Party now holding a majority in both the House and the Senate, the ICC sanctions legislation is expected to pass.
Trump’s sanctions came during Netanyahu’s visit to Washington, D.C., where he met with President Trump and also visited Capitol Hill to speak with congressional leaders. The timing of these measures underscores the close diplomatic relationship between the United States and Israel, especially amidst ongoing international scrutiny of Israeli actions in Gaza.
This move is not the first time Trump has used executive orders to challenge international bodies. In his first term, Trump imposed sanctions on Fatou Bensouda, the ICC’s former chief prosecutor, after she launched an investigation into U.S. military actions in Afghanistan. When President Biden took office, he lifted those sanctions, signaling a shift in U.S. policy.
Despite their opposition to the ICC, both the U.S. and Israel are not members of the court, which is based in The Hague, Netherlands. As non-member states, neither country is obligated to comply with the ICC’s rulings, and Trump’s sanctions reflect this stance.
In addition to his action against the ICC, President Trump also signed an executive order targeting anti-Christian bias in the U.S. This order mandates the creation of a new task force, chaired by Attorney General Pam Bondi, tasked with addressing and preventing acts of discrimination and violence against Christians. The executive order is part of a broader effort by the Trump administration to address what it perceives as rising anti-Christian sentiments across the nation.
Furthermore, Trump directed federal agencies to conduct a comprehensive review of financial support for non-governmental organizations (NGOs) to ensure that they are not involved in activities that could undermine U.S. values or national interests. This action comes as part of a larger push to scrutinize organizations receiving federal funding and ensure they align with the administration’s priorities.
In a separate but related development, Trump signed an executive order that bans transgender women from competing in women’s sports at the collegiate level. This move prompted the NCAA to implement new regulations that restrict female sports participation to those assigned female at birth. This decision adds to the ongoing national debate over the inclusion of transgender individuals in gender-segregated activities, a subject that has sparked widespread discussion within educational and athletic communities.
Trump’s latest executive orders highlight his administration’s ongoing efforts to assert U.S. sovereignty, challenge international institutions, and influence social and political dynamics both domestically and globally. The combination of these measures reflects his broader political agenda and positioning as he continues to shape policy priorities for the nation.
